Lets just hope no resolutions, decisions or recommendations were made in relation to the pinks that were not on the original agenda, if they were then someone keeps missing the poijt of (7) and (7A) of the LGOIMA

    (7) An item that is not on the agenda for a meeting may be dealt with at the meeting if—

    (a) the local authority by resolution so decides; and

    (b) the presiding member explains at the meeting at a time when it is open to the public,—

    (i) the reason why the item is not on the agenda; and

(ii) the reason why the discussion of the item cannot be delayed until a subsequent meeting.

(7A) Where an item is not on the agenda for a meeting,—

    (a) that item may be discussed at that meeting if—

    (i) that item is a minor matter relating to the general business of the local authority; and

(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.

Well….yes there were decisions made! Sadly the relevant someones are always missing the point of 7A and B and more specifically 7b(ii). Their resolution to ‘accept late items’ was made at the end where ‘Urgent Items’ is on the agenda then dealt with with no explanations why it wasn’t on the agenda, i.e, Performing Arts Centre was submitted on during annual plan so it didn’t just crop up but it was not on the agenda. Why did they not front up themselves in public forum and ask anyway?
Interestingly, I know of a court case that came about that would have been avoided if there had been compliance with 7b(ii).

….Of LGOIMA and are also included in Standing Orders adopted by council

It would appear you are right and they did make decisions….. Might as well screw up the LGA and the LGOIMA, no point in having legislation when it is clearly just a guide.
