meet the criteria of a council controlled organisation

if the council-controlled organisation is a council-controlled trading organisation, conduct its affairs in accordance with sound business practice.

If they are selling tickets to rugby matches or hiring venues at commercial rates to event organisers (i.e, concerts) are they deemed a council controlled trading organisation?  Can “stadiums don’t make money” be deemed sound business practice?

    Tim has conflicted himself and also laid the foundation for a sound “NO”, the OAG would have a field day with a council making a loss (already clear in the act) they would need to ensure all losses could be written off against tax with no effect to ratepayers,

      Have just read through the last lot of council budgets, seems they give a grant of over $600K to the Southland Leisure Center, which is rated for so looks like ratepayers are already stumping significant funds into some items, I wonder if we are paying off our own loan?

        If memory serves, that is exactly what it is for. It was even paid while the stadium was a mound of rubble.
