Is That How A Delegations Manual Works?

I would have thought they were delegated authority up to a certain amount and beyond that they had to seek permission.  It mustn’t be the case though.  The 27 May Infrastructure agenda (pg 87)  has this:

In accordance with Council’s Financial Delegation Manual which requires notification to
Council if payments exceed $500,000, I advise that payments have been made to Meyer
Construction Ltd for the amount of $592,959 for Contract 645 and to Delta Utility Services Ltd
for the amount of $695,305 for Contract 670.

So are they telling them they have done what I assume would have been anticipated at the time of letting the contract?  I don’t quite get the purpose of the requirement.  I hope someone can explain the logic on this one.
