From the agenda for 5 June full council meeting we have the reasons why Tim chose Carolyn

Nothing much to highlight she’s got the skills and abilities to fill the role.  What it says to me is

  • No kids and not even needed at work, a lady of leisure.
  • PC bullshit – gender balance!  Reeks of affirmative action.
  • Don’t know the use of Applied Science but am surprised by Communication Management.  During my verbal submission I only saw the side or back of her head and she didn’t ask a single question (or even look at me).  That doesn’t bother me but felt since I had referred to many issues that related to her roles and responsibilities I assumed she’d have something to say.  When on the outside looking in she was willing to champion the need for transparency from Wastenet.  All went quiet once she joined the ranks of ICC.
  • I wouldn’t know if she’s done an excellent job on Infrastructure.  I’ll have to take Tim’s word for it.
  • She’s willing and looks OK on my arm at functions (‘The little black dress’ isn’t flattering to Ludlow)

Being as the upcoming meeting will have the appointments list on the agenda (for the third time?) it’s a pity she hasn’t noticed that if she is to be the Bluff Community Board alternate, she may need to attest to the Bluff Community Board.

For all her time and degrees she hasn’t noticed what a first time community board member did.   (Hat-tip: Charlie)

Courting Bluff

The wooing of Bluff is becoming more and more evident or is Tim trying to justify Venture’s existence (BTW Tim I know a committee in Bluff that’s already working with media on articles free of charge!).   The 5 June Mayor’s Report contains an article about Bluff.  Wouldn’t a link have sufficed?

And why is southlandnz.com the contact?  What about Bluff Promotions?

Bar The Bill

The person who highlighted this to me had not seen my post on the Invercargill City Charitable Trust but I can see the correlation between them.  Submissions on the Bill close on June 21 and the Gaming Trusts are actively promoting the downfalls of the set up proposed by the Maori Party ( supported by National to the public hearing stage).

I haven’t put a lot of thought into the reduction of venues in certain areas or even confirmed whether the website’s claims are correct, i.e,

It is interesting to note that funding for the treatment of problem gambling was recently cut by the Ministry of Health – due to a lack of demand.

My initial concern is this:

The majority (80%) of any donations generated from any machines that might remain would be controlled and distributed by councils and where applicable community board appointed committees.

The Explanatory notes of the legislation say: (underlining my emphasis)

However only a small proportion of the pokie gamblers’ losses are distributed in grants for community benefit back into the same communities that generated them. This is because the majority of the gamblers’ losses go to pay machine site rentals, machine maintenance, trustee fees for pokie trust members, and other administrative costs. Gambling losses are occasionally siphoned off into corrupt purposes and other rorts; go into paying taxes; and into grants made to organisations based in other local authorities altogether, sometimes even in the other Island, or to national bodies.

They better show some evidence, it’s not the impression I have of gaming trusts but am sure everything is open to abuse BUT they think handing the role over to councils and community boards is the answer!  Central government have other avenues to remedy those issues.  Who are those taxes going to? Government.  Trustee fees?  Could be remedied by Constitution requirements or Remuneration Authority.   Corruption and rorts?  Do they think that doesn’t happen in central or local government?  What about the Trustee’s Act or THE POLICE?  Where the money goes is already declared in newspapers and online by law.  I haven’t seen any that distribute outside of their area, be interesting to see some examples of this.  Small proportion?  Legislation already imposes how much needs to be distributed doesn’t it?  Transparency resolves a lot of issues too.  A LGOIMA type arrangement for all gaming trusts would ensure transparency  if the public have an independent body for complaints and concerns (make sure local government has the same too!)

Here’s their idea:

Fourth, this Bill also phases out the “pokie trusts” or corporate societies as the distributors of community benefit money from pokie machines, and within a year’s time passes over responsibility for these distributions to special committees of local authorities with a majority of representation from community organisations, modelled on the Creative New Zealand creative communities fund committees and the former Hillary Commission local committees. The creative communities fund committees in particular already make full use of the provisions of clause 31(3) of Schedule 7 of the Local Government Act 2002 which permit councils to appoint members to council committees and subcommittees who are not members of the council. Every local authority in New Zealand is granted money from Creative New Zealand on a per head of population basis and distributes it through a council committee which has one or more councillors on it but a majority of whose members are drawn from knowledgeable people from arts and cultural groups in that district. This Bill would set up a parallel system to grant money to community, social-service, iwi, and sporting groups in their district on a fair, informed, transparent, and accountable basis.

I don’t know if the Creative NZ set up works or not but question whether having people from the relevant sectors and local government is the right way to go.  Wouldn’t there be more conflicts arise?  In a small town like Bluff, the people on the committee would face constant ‘attention’ from those wanting to obtain funding.  The conflicts register alone would be enormous!

Naive pricks!  On one hand government are trying to get councils to focus on core issues then they present this sort of bill.  More funding for pet projects?

How To Be A One Term Politician

So our outspoken community board member Brent Procter says

The “stunt” was no different from the organisers dis-inviting the Queen from the London Olympics, he said, adding he would be boycotting tomorrow’s festival in protest. “I urge my fellow townspeople to do the same.”

Great idea, with 15+ community groups involved and so many local sponsors you think we should all boycott an internationally iconic event just to appease you and ‘the face of Bluff’.  With four film crews and many print media in attendance you want to ensure the event is a failure just because you don’t like some members of what is a democratic organisation.

If ever anyone has shown they will only ever be one term elected member it’s Brent Procter.  This follows on from his abuse of the agenda to circulate ‘profanity’ and his dislike for my blogging, his self righteous indignation of Charlie having a brain of his own.  Now he wants to ensure he rains on Bluff’s big day and no doubt the after glow too (wonder who does all the leaking to the press in this town? eh, Brent)

People won’t be voting in 2013  for someone that looks to be a malicious, vindictive, ignorant, self righteous, arrogant buffoon…who’s an embarrassment to Bluff?

What if you didn’t like the President of the RSA?  Would you want us to boycott ANZAC Day?

That Monday’s paper will have a ‘Mitchell article’ meaning they probably went running to the media to ensure they took as much glory away from the event as they could and people think I’m a bitch?

Let’s see what I’m being blamed for now.

Still Can’t Work This Out

Still having trouble processing this

All good, I get it so far.

Then we have the expenditure which includes a transfer to ‘pool fundraising’

OK. I still ‘get it’

Here’s where I get confused

So why hasn’t the balance gone up by $50K?

The only way I can process it is if the $50K was transferred to the OFFICIAL  pool account (as in the new trust).  I won’t know if that’s the case until around September (I think).  The Treasurer made this comment in an email to Richard King.

To me it makes sense but my interpretation of it still leaves me with the question – Why hasn’t the balance gone up by $50K?

Could someone PLEASE explain it to me?  Private communication accepted since Bluffies seem to be scared of the comments feature:-)

Bit Tired, Bit Jaded

Charlie’s a happy man…he will never ‘have his fill’ of oysters but he’s had good feed.  Gone are the days when we would feed the cats oyster because they were two days old…OMG.  It seems blasphemous now!

Hopefully there are a lot of happy people and not too many unhappy (can’t please all of the people all of the time).  I can no longer hear the music, announcer and helicopter just the comforting noises from the port as normality returns to the Bluff.

Nice to hear positive outcomes for groups that help run the event.  It truly is a community event and that is the primary reason I remain involved and because of the principles by which the committee come to decisions.  I know we are facing some stick but for me personally I am confident that if the world worked in the way the festival committee does, things would be better.

It is difficult to explain but it seems to be the ideals and open minds that the people involved have that makes it work.  I am not attempting to explain what or why the current issue has come about but more to explain why I am involved with the committee.  I knew none of the people to begin with (five years ago).  We all commit a lot of time to it and I know for me personally I am flat out at times and wonder why and then you realise some of the most honest conversations you’ve had have been because of being part of the committee.  I doubt I can explain what it is but more often it is evident by what it is not.  It is not laying blame nor is it about kudos, it’s not about positions, everyone fills a vital role and no one individual is responsible or lauded as being the boss (and no I’m not trying to redeem/justify/promote the ‘medieval warlord’).  It seems to be more about sharing, co-ordinating and being proud of what you are all achieving and realising none of us are professionals.  We could achieve so much more given the opportunity.

I know I begun this post (as the title states) a bit tired and a bit jaded.  In reality I have been feeling very ho hum about a lot things lately.  I have been up since 4.30 and tiredness is beginning to set in but I hope my outlook improves and things are resolved so this community can move on.

OMG – what an embarrassment to call myself an ex Bluffie! I am appalled at the behaviour of John Edminston and those on the Oyster Festival Committee. Looking back at the Oyster Festival and the saving of the same and keeping it in Bluff, who can Bluff thank for that?? Short memories people!

No, I still remember it.  The Board called the meeting (because they are paid by the Bluff ratepayers to do that sort of thing) and they didn’t even run the meeting, Lynette Jack from Bluff Promotions did I think.  Interested people left together and formed the committee and elected the Chair and have continued to re-elect him each year.  Twenty weeks later we had a successful event.

As for those that get off on slagging people off…..how bout you all get off your butts and try and promote the town.

Isn’t running an iconic internationally recognised event promoting the town? 

I was born and raised in Bluff for the first 23 years of my life and I was proud to be a Bluffie (and still am)! What an exceptional place it was to grow up in……! Come on Bluff – wake up and smell the salt!! Some people are out to help, nurture and promote the Town. And some are just out to promote themselves!

Some contradictory comments there and let’s not forget who created the legal conundrum residents are now facing and the ensuing impact on relationships in the community.  Further to that who released this to the media?  Wasn’t me even though some will think that.   Anyone that reads the responsibilities of a community board member will see it does not include throwing your toys out of the cot.

I totally agree with Charlie and Bluffie. The entire article is stupid and only serves to make Mrs Mitchell and Mr Proctor look attention seeking and jealous. If Mrs Mitchell has work committments that day then how was she planning on being there even in her “official role” anyway? Best thing the festival committee ever did.

Awwww thanks, wish I could take credit.  Haven’t been to a meeting in ages (bloody night shift) and haven’t even seen the letter they have referred to.  I, of course, will be getting blamed but don’t worry I’ve got big shoulders.

LOL, when I read it I thought it was my Charlie but then I saw the time and he was snoring his bonks off (bloody night shift and even when he hasn’t worked – been a long time since he was out of bed at that time of the day)

Robert Guyton’s blog has more directed at Judith Collins but the similarities to our own defamation instigator continue.  Some great phrases ring true to me, just change the underlined words to suit.

It’s a shame Collins didn’t care as much about the real issues…

Her indecisive management and lack of leadership…

ACC’s dysfunction have a bigger impact upon her reputation and make her look stupid.

Ultimately this fiasco will probably cost her her job.

Imagine if she had handled things differently from the start – admitted ACC had problems and then simply said she’d sort it all out. It would have been over in a few days.

But no – her ego was in control and said – I’m going to get Pullar and Boag for exposing me and making me look stupid….. She manipulated…

…she slagged Pullar off as being indecent (clearly just projecting about herself), she’s acted defensively trying to sue Little & Collins & Radio NZ, and on and on she’s gone.

It’s all a side show to the real issue – ACC has problems.

Collins looks like a stupid old trout – a psychopathic bully who lacks good judgement.

I’d suggest she’ll find herself dropped before too long or she’ll be switched out or resign the portfolio, as through this process she has exposed herself as an ego driven manic who doesn’t give a toss about her portfolio -only defending her reputation.

It’s a shame she doesn’t have the power of clairvoyance.
